The Finance Department-Purchasing Division serves as the principal value saver and negotiator for the procurement of most goods, services and equipment obtained for Racine County departments. In addition, the Purchasing Division writes, edits and evaluates bid specifications; sets up demonstrations for County staff to meet vendors and evaluate products; and reinforces the concept of centralized practices and procedures for making purchases and disposing of surplus items in accordance with the Racine County's Procurement Ordinance, Chapter 7, Article VIII - Purchases and Contracts. General Terms and Conditions shall apply to all purchases by or on behalf of Racine County.

Racine County is using DemandStar to distribute automatic solicitation notifications, addendums, award recommendations, etc. to all interested firms. This is an automated notification service that will send new opportunities directly to you once your online account has been activated. This service is part of an effort to improve communication with suppliers, streamline and reduce administrative costs. DemandStar is an independent entity and is not an agent or representative of Racine County.

We ask that all vendors register with DemandStar, so that your company is automatically notified of our solicitations in order to access the website where documents are available to download. Documents will also be located on this website for download. If you decide to submit a proposal/bid you will need to register with DemandStar as this will be the only way to submit. To register your company, please go to www.demandstar.com/registration. On the registration form, enter the required information and be sure to select Wisconsin Association for Public Procurement (WAPP) as your Free Agency Registration. This will give you access to all agencies in Wisconsin registered with WAPP members on the DemandStar network.  Although this service is not a mandatory requirement in bidding with Racine County, it is the only way to be notified automatically of solicitations and to submit your proposal/bid.

Racine County shall not be liable for any costs incurred in replying to any request for proposal or invitation to bid.

Project Name:  SC Johnson Community Sports Complex at Pritchard Park Phase II

NOTICE is hereby given that sealed bids will be received in the Office of the Racine County Director of Public Works & Development Services, 14200 Washington Avenue, Sturtevant, Wisconsin, 53177; until 2:00 PM CST, Wednesday, August 14, 2019 for SC Johnson Community Sports Complex at Pritchard Park Phase II.  Immediately thereafter all bids shall be publicly opened and read aloud.

THE PROJECT consists of all necessary trade divisions to provide labor, material, and equipment for all Work Categories associated with the project. See project manual (Instruction to Bidders) for a complete listing of the Work Categories.

BID DOCUMENTS are on file for viewing at:

All bids must be submitted in a sealed envelope and on the bid forms provided in the project specification manual.  No electronically submitted proposals shall be accepted. Bidders may not withdraw their Bids within the 60-day period after the date of the Bid Opening.

A certified check or bid bond equal to 5% of the bid, payable to Racine County, shall accompany each bid as a guarantee that if the bid is accepted, the bidder will execute and file a contract. Bidders may be required to furnish a performance and payment bond for the full amount of their contract.

This project is tax exempt.

Please inform the Buildings and Facilities Management Department if handicapped access or special accommodations are needed for public bid opening.

RACINE COUNTY through its duly authorized representatives, reserves the right to reject any or all bids, waive all technicalities, and to choose the offer deemed most advantageous to Racine County.  All bidders by submitting their bids agree to abide by the rules, regulations and decisions of Racine County.
