The Finance Department-Purchasing Division serves as the principal value saver and negotiator for the procurement of most goods, services and equipment obtained for Racine County departments. In addition, the Purchasing Division writes, edits and evaluates bid specifications; sets up demonstrations for County staff to meet vendors and evaluate products; and reinforces the concept of centralized practices and procedures for making purchases and disposing of surplus items in accordance with the Racine County's Procurement Ordinance, Chapter 7, Article VIII - Purchases and Contracts. General Terms and Conditions shall apply to all purchases by or on behalf of Racine County.

Racine County is using EUNA OpenBids formerly known as DemandStar to distribute automatic solicitation notifications, addendums, award recommendations, etc. to all interested firms. This is an automated notification service that will send new opportunities directly to you once your online account has been activated. This service is part of an effort to improve communication with suppliers, streamline and reduce administrative costs. OpenBidsis an independent entity and is not an agent or representative of Racine County.

We ask that all vendors register with OpenBids, so that your company is automatically notified of our solicitations in order to access the website where documents are available to download. Documents will also be located on this website for download. If you decide to submit a proposal/bid you will need to register with OpenBids as this will be the only way to submit. To register your company, please go to https://www.demandstar.com/app/wapp/registration. On the registration form, enter the required information and be sure to select Wisconsin Association for Public Procurement (WAPP) as your Free Agency Registration. This will give you access to all agencies in Wisconsin registered with WAPP members on the OpenBids network.  

Racine County shall not be liable for any costs incurred in replying to any request for proposal or invitation to bid.

Racine County is accepting quotes for Highway Guardrail and associated appurtenances for use by the Racine County Public Works Department specifically for an upcoming box culvert replacement on CTH S in the Town of Norway.

Racine County Public Works would need to take receipt of the Highway Guardrail materials for this project on or before Monday, July 12th, 2021.  Delivery of the Highway Guardrail materials to the Racine County Public Works facility at 31929 Academy Road in Rochester, WI is required as part of the bid price. 

Quotations will be received in the office of the Racine County Purchasing Department, 730 Wisconsin Avenue 4th Floor Racine, WI  53403 until 2:00 p.m., CDT, Wednesday, June 23, 2021
