Public Sales

The Racine County Treasurer's Office holds public sales of properties taken in tax foreclosure at certain times throughout the year. There are three types of sales: Sealed Bid, Subsequent Sealed Bid, and Over-the-Counter. Click each type of sale below for additional information.

Sealed Bid Sales

Minimum Bid Amount Required

Typically held once or twice a year. Sealed Bid Sales have a start and end date. The property list and sale information will be published in the Racine Journal Times and displayed on our website for the duration of the sale. Bids need to be submitted in a sealed envelope containing a sealed bid form and a cashier's check or money order for 20% of the bidder's offered price. The bidder must offer at least the minimum bid amount for the property or the bid will be deemed invalid. The sealed envelopes will be held until the closing day of the sale after which they will all be opened at the same time and read aloud for the public. The bids will then be taken to the Human Resource and Finance Committee of the Racine County Board who will decide which bids to approve.

Subsequent Sealed Bid Sales

No Minimum Bid Amount Required

Typically held once or twice a year, also with a start and end date. The only difference between a Sealed Bid Sale and a Subsequent Sealed Bid Sale is that the Subsequent Sale has no minimum bid requirement. A bidder can submit a bid lower than the minimum bid amount. However, all bid offers must still go to the Human Resource and Finance Committee of the Racine County Board, who has the right to approve or reject any bids.

Over The Counter Sales

Minimum Bid Amount Required

Held throughout the year. Properties can be offered by the County Treasurer's Office for Over the Counter Sale if they have already been offered in a Sealed Bid Sale but did not successfully sell. Over the Counter Sale offers can be accepted when there are no Sealed Bid or Subsequent Sealed Bid Sales happening. Offers that do not meet or exceed the minimum bid requirement will be rejected. A bidder can submit an offer over the counter by submitting an over the counter bid form and a cashier's check or money order for the entire amount of the minimum bid amount, plus $32.00 to record the deed after sale approval. Over the Counter offers will be presented at the earliest opportunity to the Human Resource and Finance Committee of the Racine County Board for approval. If multiple bids are submitted for the same property, they will be presented at the same time.
